Seriously, it would take many years of gorging and laying in bed doing nothing to attain such a lofty weight. People this big have deep psycological issues that lead to their problem. Regarding the woman who can't be arrested, be sure that the government will find some way to punish her for her crime. Maybe they'll take away her wiping stick.
